DoubleNet Pay offers a unique software platform to its registered that helps them track and pay bills, save for a financial savings goal and for bills through the accumulation of deposits in a bank account at Lincoln Savings Bank, and pay those bills through Official Payments (collectively, the “Service”). We at DoubleNet Pay, Inc. (“DoubleNet Pay,” “we” or “us”) recognize that your privacy is important to you. We have created this privacy policy (“Privacy Policy”) to explain our privacy practices so you will understand when and how personally identifiable information is collected, used, disclosed and protected with respect to our Site. By accessing the Service, or any other website through which DoubleNet pay offers the Service (together with, the “Site”), you consent to our privacy policy as described herein, and specifically to our collecting, storing and processing the information described below in the United States.

Unless defined herein, all capitalized terms have the meanings given to them in the Terms of Service found here.

  1. Collection of Personal Information. We collect the following types of personal information in order to provide you with the use of and access to our Service, and to help us personalize and improve your experience:
    1. Information You Provide to Us: Certain areas and features of the Service are available to you without registration. However, other features of the Site or the Service may require registration, which requires you to provide us the following information (“Registration Information”):
      • Full name
      • Driver’s license number or state issued ID number and state of issuance
      • Social security number
      • Residential address
      • Previous address if less than two years at current address
      • E-mail address
      • Date of birth
      • Daytime and evening phone number
      • Other information needed to identify you as discussed below.

      In order to benefit from the full functionality of the Service, you also must provide your third-party account credentials such as external bank accounts, direct deposit information, payroll card number, ABA number, etc. (collectively, “Account Information”) to allow DoubleNet Pay to access your account data at those other financial institutions for your use. From time to time we may request other personal information from you to provide you with other benefits of the Service. In all such instances, you will be given the opportunity to provide or to decline to provide that information, and it will be used only for the stated purpose.

    2. USA PATRIOT Act: To help the government fight the funding of terrorism and money laundering activities, U.S. federal law requires us (as well as any other financial institution that may provide services to you or with which you may establish a relationship in connection with the operation of your DoubleNet Pay Account and/or Bank Account) to obtain, verify and record information that identifies each person who opens a DoubleNet Pay Account or a Bank Account. For these purposes, when you open a DoubleNet Pay Account, your name, address, date of birth, social security number and other information will be requested in order to identify you. Your driver’s license or other identifying documents also may be requested. Moreover, for your own security and the security of the data on the Site, we may be required to verify your identity. These inquiries may include asking you for further information, requiring you to provide a taxpayer identification number, requiring you to take steps to confirm ownership of your email address or financial instruments, ordering a credit report, or verifying information you provide against third-party databases or through other sources. If you do not provide this information or we cannot verify your identity, we may refuse to allow you to use the Service.
    3. Information from Other Sources: We may also obtain information about you from third parties such as credit bureaus and identity verification services.
    4. Authentication and Fraud Detection: In order to help protect you from fraud and misuse of your personal information, we may collect information about you and your interactions with our Site or Service. We may also evaluate your computer, mobile phone or other access device to identify any malicious software or activity.
  2. Collection of Other Information.
    1. Information We Collect Automatically: When you visit our Site or use our Service, we collect technical and navigational information sent to us by your computer, mobile phone or other access device. The information sent to us includes the following: data about the pages you access, computer IP address, device ID or unique identifier, device type, average time spent on our Site, statistics on page views, traffic to and from the sites, referral URL, ad data, standard web log data and similar information. We also collect anonymous information through our use of cookies and web beacons. Cookies are small text files placed on your hard drive by a website when you visit. These files identify your computer and record your preferences and other data about your visit so that when you return to the Site, the Site knows who you are and can personalize your visit. In general, we may use cookies to collect information so that we can determine how to improve our Site and our Service by seeing which areas and features are most popular, to personalize the Site and improve the Service. Cookies are not tied to your personally identifiable information. Most browsers automatically accept cookies as the default setting. You can modify the setting to reject cookies or to prompt you before accepting a cookie from the websites you visit by editing browser options. If you decide not to accept our cookies, you will still be able to access those parts of our Site available to the general public but you may not be able to use some of the Site’s features or the Service and you may have a less satisfactory experience. While your browser or mobile device may also allow you to send a “do not track” signal when you visit the Site, we do not modify our practices in response to this signal. We will continue to comply with this Privacy Policy in any event.
    2. Anonymous or Aggregated Information: DoubleNet Pay may make anonymous or aggregate personal information and disclose such data (in a manner that cannot reasonably be used to personally identify you) to:
      • Advertisers and other third parties for their marketing and promotional purposes, such as the number of users who applied for a credit card or how many users clicked on a particular offer, products purchased, amount spent on a particular category of items, etc.;
      • Organizations approved by DoubleNet Pay that conduct research into consumer spending;
      • Other Users of the Service for purposes of comparison of their personal financial situation relative to the broader community.

    Such information does not identify you individually. Access to your personally identifiable Registration Information, Account Information and any other personal information you provide is strictly restricted and used in accordance with our own internal procedures and safeguards governing access, in order to operate, develop or improve the Service.

  3. How We Use the Information We Collect.
    1. General: We do not and will not sell or rent your personal information to anyone, without your consent. DoubleNet Pay uses and discloses your personal information only as follows:
      • to provide the Service;
      • to analyze Site usage and customize, measure and improve the Service and the Site;
      • to deliver to you any administrative notices, money alerts and communications that you request or that are relevant to your use of the Service;
      • to resolve disputes with you, collect fees that you may owe, and troubleshoot problems you experience;
      • to provide to credit bureaus and similar institutions, in order to report or ask about your financial circumstances, and to report or collect debts you owe;
      • to fulfill your requests for certain products and services;
      • for market research, targeted marketing, promotions and project planning;
      • for detecting and protecting against error, fraud or other criminal activity;
      • as we believe may be necessary or appropriate to prevent prohibited or illegal activities, or to comply with applicable law, rule regulation, subpoena or other legal process;
      • to enforce DoubleNet Pay’s Terms of Service and other agreements; and
      • as otherwise set forth in this Privacy Policy.
    2. Service Providers: We may make the information we receive from you available to Service Providers (including Official Payments and Lincoln Savings Bank) in order to enable them to help us provide the Service. However, we will not provide any of your information to any Service Provider unless it owes us an obligation to protect the confidentiality of your information.
    3. Online Verification: We take identification verification of our Users seriously. We use a multi-tiered process to confirm a User’s identity. DoubleNet Pay has partnered with a leader in the identification verification industry and also uses government agencies to verify identity. Beyond confirming identity, we scan all Users against OFAC lists at the time of application. OFAC screens are also performed periodically for each User maintaining an active DoubleNet Pay Account.
    4. Marketing. We do not sell or rent your personal information to third parties for their marketing purposes without your explicit consent. We may combine your information with information we collect from other companies and use it to improve and personalize our Service, content, and advertising. If you do not wish to receive marketing communications from us or participate in our ad-customization programs, simply indicate your preference by logging into your DoubleNet Pay Account and going to the notification section and updating your preferences, or by following the directions that may be provided within the communication or advertisement.
      1. Third-party Analytics: We may use third-party analytics providers to help us analyze certain online activities. For example, these service providers may help us measure the performance of our online campaigns or analyze visitor activity on our Site. We may permit these service providers to use cookies and other technologies to perform these services for us. We do not share any personal information about our customers with these third-party service providers, and these service providers do not collect such information on our behalf. We may also use third-party vendors or service providers to help us provide the Service to you, such as sending e-mail messages on our behalf or hosting and operating a particular feature or functionality of the Service. Our contracts with these third parties outline the appropriate use and handling of your information and prohibit them from using any of your personal information for purposes unrelated to the product or service they’re providing. We require such third parties to maintain the confidentiality of the information we provide to them.
      2. Third-Party Sites You Select: In connection with the Bill Payment Service, each time you add an account through your use of the Service, you will be directly connected to the website for the third-party you have identified. Once you have added an account through your use of the Service, DoubleNet Pay will submit information, including usernames and passwords that you provide, to log you into the third-party site designated by you, as described in the Terms of Service [link]. We may do so through a third-party vendor or other designee.
      3. Electronic Communications and Notices: We may use your email address to provide notices to you, through the Service by displaying links to notices generally on the Site, or to your mobile device. The categories of communications that may be provided by electronic means include:
        • the Privacy Policy, the Terms of Service and any amendments, modifications, or supplements.
        • records of any payment and other transactions you handle through the Site or Service, including payment histories and transaction confirmations.
        • disclosures or notices provided in connection with the Service, including any required by federal or state law (including initial disclosures, periodic statements, periodic and annual error resolution notices, initial and annual privacy notices, opt-out notices, and change-in-terms notices).
        • any customer service communications, including communications with respect to claims of error or unauthorized use of the Site or Service.
        • any other communication related to the Site or Service.

        We also provide our registered customers with regularly-scheduled summaries of their DoubleNet Pay Account and email alerts. We may also allow users to subscribe to email newsletters and from time to time may transmit emails promoting DoubleNet Pay or third-party goods or services. Subscribers have the ability to opt-out of receiving our promotional emails and to terminate their newsletter subscriptions by following the instructions in the emails. Opting out in this manner will not end transmission of service-related emails, such as email alerts.

      4. Business Transfers: As we develop our business, we might sell or buy businesses or assets. In the event of a sale, merger, reorganization, dissolution or similar event relating to all or a portion of our business assets or services, personal information and other information may be part of the transferred assets.
  4. Changes to Your Registration Information. If your Registration Information changes during your subscription to DoubleNet Pay, you may update it any time by logging in to your account and updating your profile.
  5. Third-Party Sites Offering Other Products or Services. We may link to or advertise separate products and services offered by third parties on our Site and through the Service. If you choose to use these separate products or services, disclose information to their providers, or grant them permission to collect information about you, then you do so at your own risk and their use of your information is governed by their privacy policies. You should evaluate the practices of external services providers before deciding to use their services. DoubleNet Pay is not responsible for their privacy practices. If you click on a link to a third-party site, DoubleNet Pay encourages you to check the privacy policy of that site. DoubleNet Pay may present links in a format that enables us to keep track of whether these links have been followed and whether any action has been taken on a third-party Web site. We use this information to improve the quality of our Service.
  6. Blogs and Other Forums on the Site. If you participate on a bulletin board, blog or chat room on the Site or otherwise used by us in connection with the Service, you should be aware that any information you submit there can be read, collected or used by other Users and could be used to send you unsolicited messages. In some cases these messages may be indexed by search engines and be visible to unregistered visitors. We are not responsible for the personal information you choose to submit in these forums. These forums may be hosted by DoubleNet Pay or by one of our third-party service providers on DoubleNet Pay’s behalf.
  7. Contests, Giveaways and Surveys. From time to time, DoubleNet Pay may offer you the opportunity to participate in contests, giveaways and other promotions. Any information submitted in connection with such activities will be treated in accordance with this Privacy Policy, except as specifically set forth in the rules for those contests, giveaways or promotions. From time to time, DoubleNet Pay may also ask you to participate in surveys designed to help DoubleNet Pay improve the Service. Any personal information provided to DoubleNet Pay in connection with any survey will be used only in relation to that survey and as elsewhere described in this Privacy Policy.
  8. Data Portability and Deletion. Your data is yours. You can remove it anytime you want. When you request us to delete your DoubleNet Pay Account from the Service, your data will be permanently expunged from our primary production servers and further access to your account will not be possible. We will also promptly disconnect any connection we had established to your Account Information. However, portions of your data, consisting of aggregate data derived from your DoubleNet Pay Account, may remain on our production servers indefinitely. Your data may also remain on a backup server or media. DoubleNet Pay keeps these backups to ensure our continued ability to provide the Service to you in the event of malfunction or damage to our primary production servers. We also reserve the right to use any aggregated or anonymous data derived from or incorporating your personal information.
  9. Security. We use a combination of firewall barriers, encryption techniques and authentication procedures, among others, to maintain the security of your online session and to protect Accounts and systems from unauthorized access. When you register for the Service, DoubleNet Pay requires a password from you for your privacy and security. DoubleNet Pay transmits information such as your Registration Information and Account Information securely. We encrypt your Service password so that your password cannot be recovered, even by us. All backup drives and tapes also are encrypted. We enforce physical access controls to our buildings. No employee may put any sensitive content on any insecure machine (i.e., nothing can be taken from the database and put on an insecure laptop). However, it is important to understand that these precautions apply only to our Site and systems, and not to those of third parties.Lincoln Savings Bank is not affiliated with DoubleNet Pay but is DoubleNet Pay’s exclusive U.S. bank service provider. All actions taken by DoubleNet Pay in regards to the transfer of funds are done so on behalf of Lincoln Savings Bank. Similarly, Official Payments Corporation (“Official Payments”) is not affiliated with DoubleNet Pay but is DoubleNet Pay’s exclusive bill remittance provider. Official Payments is a licensed money transmitter in 44 states, the District of Columbia, and Puerto Rico. Official Payments is not required to be licensed as a money transmitter in Indiana, Massachusetts, Montana, New Mexico, South Carolina or Wisconsin. All actions taken by DoubleNet Pay in regards to bill remittance are done so on behalf of Official Payments. We exercise no control over how your information is stored, maintained or displayed by these third parties or on third-party sites.
  10. Updates to our Privacy Policy. We may update this Privacy Policy periodically. The date last revised appears at the top of the Privacy Policy. Changes take effect immediately upon posting. Your continued access to our Service after the update of the Privacy Policy amounts to your consent to such change.
  11. Information from Minors. We do not intentionally collect any information from persons under 13 years of age. If you are younger than 13, you may not use the Service or contribute any information to us.
  12. California Residents. If you are a California resident, California Civil Code Section 1798.83 may permit you to request information regarding the disclosure of your personal information by us to third parties for third parties’ direct marketing purposes.
